FMP Professor and Alumna Publish Article on the Civil Police of Rio Grande do Sul’s “Libertar” Program

Professor Raquel Sparemberger, of the Public Prosecutor’s Office Higher Education Foundation (FMP) and the Federal University of Rio Grande (FURG), and FMP alumna Daniela Schreiber Fernandes are the authors of an important scholarly article published in *Revista Direitos Culturais*, a legal journal edited by the Graduate Program in Law at the Integrated Regional University of Alto Uruguai and Missões (URI), Santo Ângelo Campus.

Titled “The Libertar Program of the Rio Grande do Sul Civil Police: An Analysis in Light of the Principles of Absolute Priority and the Best Interests of Children and Adolescents,” the study examines the Libertar Program, developed by the Rio Grande do Sul Civil Police, from the perspective of the comprehensive protection of children and adolescents.

The study highlights the importance of public policies and institutional strategies aimed at protecting vulnerable children and adolescents, analyzing government actions from the perspective of the principles of absolute priority and the best interests of the child and adolescent—essential foundations of the Brazilian child and youth protection system.

The publication also represents the continuation of an academic journey that began at FMP. Raquel Sparemberger, a professor and researcher working in the fields of law, human rights, and the protection of vulnerable groups, and Daniela Schreiber Fernandes, an alumna of the institution, combine their academic expertise and legal research on a topic of great social and institutional relevance.

The article was published in the journal *Direitos Culturais*, in Santo Ângelo, vol. 21, no. 53, pp. 45–65, Jan.–Apr. 2026. The journal has an A3 classification in CAPES’s Qualis Periódicos ranking in the field of Law and is indexed in major scientific information services and databases, including DOAJ, OpenAlex, Latindex, Oasisbr, Diadorim, and Miguilim.

The publication underscores the significance of the scholarly work produced by FMP faculty and alumni and highlights the institution’s commitment to research aimed at ensuring the realization of fundamental rights, protecting children and adolescents, and improving public policies and institutions within the justice system.
